Rio Vista Final Draft General Plan Update and General Plan Draft EIR
August 2025: The General Plan team has completed a Final Draft of the Rio Vista 2045 General Plan and the General Plan CEQA Team has completed the General Plan Draft Environmental Impact Report (Draft EIR). These documents are now available for public review and the formal public review period for the Draft EIR is August 14th through September 29th.

Release of the Draft EIR and the Final Draft General Plan represents a major milestone in the General Plan update process. Following the close of the public comment period for the Draft EIR and following the preparation of the Final EIR, the Planning Commission and City Council will conduct public hearings to consider certification of the EIR and adoption of the General Plan. Agendas and staff reports for these meetings will be available online, the Friday afternoon preceding the meeting, on the City’s website.
The Draft EIR was prepared to evaluate the potential impacts of adoption of the 2045 General Plan. The City welcomes comments on the adequacy of the Draft EIR in the evaluation of potential impacts and any comments received during the EIR public review period will be addressed in the Final EIR that will be made available prior to Planning Commission and City Council hearings.
While referred to as the Final Draft General Plan, the General Plan document can be revised prior to Planning Commission and City Council hearings based on input received from the community and may also be revised as directed by the Planning Commission and City Council during their hearings.
The General Plan team very much appreciates the dedication of the General Plan Working Group and members of the community that have provided guidance and direction for the preparation of the Rio Vista 2045 General Plan and we look forward to this final stage of the general plan update process.
Rio Vista Preliminary Final Draft of the General Plan Update
October, 2024: The General Plan team has prepared and provided a Preliminary Final Draft of the Rio Vista 2045 General Plan for General Plan Working Group (GPWG) review and input.
Final formatting, including inserting photographs and formatting the document in the final document production program, will be completed later this year. This draft has incorporated revisions generally related to:
- Comments and direction provided through the GPWG review of individual elements over the past year.
- Comments received at the public workshop in June 2024.
- Recently completed CEQA technical studies.
- Consultation with Delta regulatory agencies.
The updated General Plan sets forth the City’s vision for the physical development of the community and contains goals and policies to help the vision become a reality.

Rio Vista General Plan Draft Housing Element
The 2023- 2013 Rio Vista Housing Element is available for public review and comment. The 2023- 2031 Housing Element Update is the City’s plan for addressing the housing needs of residents of all income levels in the city. The major updates and required changes are centered on the revised housing allocations based on the Regional Housing Needs Allocation, addressing Affirmatively Furthering Fair Housing in accordance with state law and a review of the success in meeting the goals and objectives of the previously adopted element. Consistent with AB 215, the Housing Element will be available for public comment for 30 days, from October 7, 2022 to November 6, 2022. City Staff will then have an additional 10 business days to consider and incorporate comments prior to submitting the Housing Element to the California Department of Housing and Community Development (HCD) for a 90-day initial review of the document.
